Most homeowners think of permits as a hassle imposed by the local building department. They are not entirely wrong. But the underlying reason permits exist for electrical work is more substantive than bureaucracy: an electrical mistake hidden behind drywall can sit dormant for years before causing a fire, an electrocution, or a failed home sale. Permits create a record and a third-party inspection that prevent some fraction of those outcomes.
What requires a permit
Permit requirements vary by jurisdiction. The following is approximately accurate in most American municipalities, but the right answer in your specific city is on your municipal website or one phone call away.
A permit is generally required for:
- Any new circuit added to a panel
- Replacing or upgrading an electrical service or panel
- Wiring a new room, addition, or finished basement
- Adding circuits for major appliances (range, dryer, EV charger, hot tub, well pump, central AC, heat pump)
- Replacing or relocating a main panel
- Installing a generator inlet or transfer switch
- Installing or modifying low-voltage systems above certain thresholds (varies by jurisdiction)
A permit is generally not required for:
- Replacing a switch, outlet, or light fixture in an existing location (a "like-for-like" replacement)
- Replacing a circuit breaker of the same size and type
- Replacing a thermostat
- Most low-voltage work (thermostats, doorbells, simple security wiring)
What an inspection actually does
When work is done under a permit, the jurisdiction sends an electrical inspector to evaluate the installation at one or more stages. For new construction or significant work, this typically includes a "rough" inspection — before the walls are closed up — and a "final" inspection after everything is installed and energized.
The inspector verifies that the installation meets the version of the National Electrical Code adopted by the jurisdiction. They check wire sizing, breaker sizing, box fill, the integrity of grounding and bonding, the presence of GFCI and AFCI protection where required, the working clearance around the panel, the correctness of any conductors entering the panel, and a long list of other items.
This is not a judgment of the electrician's taste or skill. It is a check against a published standard.
What "unpermitted work" actually costs
The visible costs of skipping a permit are small — permit fees are typically $50 to $300 for residential electrical work. The hidden costs surface later and are considerably larger.
At the sale of the home
Most homes sold in the United States are inspected by a buyer's home inspector. If unpermitted electrical work is identified, the buyer's lender or insurance carrier may require the work to be brought up to code, permitted retroactively, and inspected. This can take weeks and can derail a closing on a contract timeline. Some unpermitted work cannot be retroactively permitted at all and must be re-done.
"Did you pull permits for the addition?" is a question that comes up in every real-estate transaction. The answer of record is what matters.
With insurance
If a fire originates at an unpermitted electrical installation, the insurance carrier may deny the claim or pursue subrogation against the homeowner. Insurance contracts vary; some carriers will pay the claim and exclude the homeowner from future coverage, others will deny the claim outright, and others will pay and absorb the loss without further action. The path is unpredictable and the homeowner is the one bearing the risk.
At the assessor's office
A finished basement that was completed without permits may not be reflected in the official square footage of the property. This can affect both property tax (sometimes favorably) and appraisal at sale (usually unfavorably, since a finished space without permits is not always counted toward value).
If work has already been done without permits
For unpermitted electrical work already in place, most jurisdictions offer a retroactive permitting process, sometimes called "permit by certification" or "as-built" permitting. The process generally involves an electrician evaluating the existing installation, identifying any deficiencies, correcting them, pulling a permit, and submitting to inspection.
The cost is typically higher than the cost of permitting the work originally — both because of the evaluation labor and because deficiencies that would have been easy to fix during installation often require removing finished surfaces to correct after the fact. But the cost of doing so is meaningfully lower than the cost of dealing with the issue at sale or after a claim.
What to ask any electrician
For any electrical work beyond fixture replacement, three questions tell you a great deal:
- "Will you be pulling a permit for this work?" (The answer should be yes.)
- "Will the inspector be coming out to verify the work, and when?" (The answer should be specific.)
- "Will I receive a copy of the final approval from the inspection?" (The answer should be yes, and the document is worth filing with the home's records.)
An electrician who is reluctant to discuss permits, who offers a "cash discount" tied to skipping the permit, or who suggests the work is too small to bother is creating a future cost for you that they will not be the one to pay.
The single best record-keeping habit
Keep a manila folder — or a digital one — with every electrical permit, every inspection sign-off, every contractor invoice. This document trail is one of the highest-value things you can hand a buyer at closing and one of the most useful things you can have on hand for any future claim.
